General Motors was the first to market with an electric car, the EV1, introduced as a 1997 model. Now, GM will be the last to introduce a 1999 model — the EV1. The 1999 EV1 became available in November with new batteries to extend its range from 90 miles to 140 between charges. However, you can't buy this car. It is available only through three-year leases and only from select Saturn dealers in California and Arizona who have signed on to service the EV1.
